Notice of Cancellation of December 15 Special Meeting with SUB Budget Committee

The Springfield Utility Board held its 6:00 p.m. December 10, 2025, regular board meeting and held its second set of public hearings on the proposed rates for 2026 and the proposed 2026 utility budget. Following Board consideration of public testimony at the first public hearings on the proposed 2026 rates and budget during the November 12 regular board meeting, and public testimony at the second public hearings during the December 10 regular board meeting, the Board adopted resolutions to approve the 2026 rate increases and 2026 budget, as proposed. As a result, the Budget Committee meeting previously scheduled for December 15 is no longer needed and has been cancelled.

December 10 Special Work Session, Regular Board Meeting, and Executive Session

The Springfield Utility Board plans to hold a special work session on Wednesday, December 10, 2025, 4:00 – 5:30 p.m. The Board will hold its regular board meeting at 6:00 p.m. on December 10. The Board will also meet in a non-public executive session, if needed, at approximately 7:30 p.m., immediately following the conclusion of the 6:00 p.m. regular board meeting. The executive session will be held pursuant to ORS 40.225 and ORS 192.660(2)(h). Please see full Press Release for detailed agendas. Members of the public are invited and encouraged to attend the 4:00 p.m. special work session and the 6:00 p.m. regular board meeting in person or remotely. Instructions to join remotely are also available on the agenda posted on SUB’s website at www.subutil.com under Board Meetings. Public comments may be submitted in advance by Noon on December 10, by using the email link provided on the agenda on SUB’s website. The meetings will be held in SUB’s Board Room located in the Annex Building at 223 A Street in Springfield.

Notice of Cancellation of December 2 Special Meeting with SUB Budget Committee

The Springfield Utility Board met in special meeting with SUB's Budget Committee on Monday, November 10, 2025, at 5:00 p.m. and completed their deliberations on SUB’s proposed 2026 Utility Operations Budget at this meeting. Following consideration of public testimony at the first public hearings on the proposed 2026 rates and budget during the November 12 regular board meeting, the Budget Committee has no further recommendations to the Board. As a result, the second Budget Committee meeting previously scheduled for December 2 is no longer needed and has been cancelled.

Notice of Dec. 10 Public Hearings on Proposed 2026 Water, Electric, and Dark Fiber Rates, and on the Proposed 2026 Utility Budget

The Springfield Utility Board will hold its second public hearings during the regular board meeting on Wednesday, December 10, 2025. SUB is proposing an overall water rate increase of 8.5 percent with a proposed effective date on all bills rendered on or after February 1, 2026; a 3.0 percent electric rate increase and a new proposed optional Community Growth Rate (CG-1) with a proposed effective date on all bills rendered on or after May 1, 2026, and a proposed 8.5 percent dark fiber rate increase to be effective on all fiber bills rendered on or after May 1, 2026. The Board also held its first public hearing on November 12 on the proposed 2026 Utility Operating Budget.

November 12 Special Work Session, Regular Board Meeting, and Executive Session

The Springfield Utility Board plans to hold a special work session on Wednesday, November 12, 2025, 4:00 – 5:30 p.m. to discuss the General Manager Recruitment and for a review on Ethics Training. The Board will hold its regular board meeting at 6:00 p.m. on November 12. The public is welcome and encouraged to attend. The Board also plans to meet in a non-public executive session on November 12, at approximately 7:30 p.m., if needed, immediately following the conclusion of the 6:00 p.m. regular board meeting. The executive session will be held pursuant to ORS 40.225 and ORS 192.660(2)(h).

Notice of Public Hearings on Proposed 2026 Water Rates, Electric Rates, Dark Fiber Rates, and on the Proposed 2026 Utility Budget

The Springfield Utility Board plans to hold public hearings in November and again in December on proposed changes in rates for 2026, due to increased capital and operating costs. SUB is proposing an overall water rate increase of 8.5 percent with a proposed effective date on all bills rendered on or after February 1, 2026; a 3.0 percent electric rate increase, and a new proposed optional Community Growth Rate (CG-1) will be proposed with an effective date on all bills rendered on or after May 1, 2026, and a proposed 8.5 percent dark fiber rate increase to be effective on all fiber bills rendered on or after May 1, 2026. The Board will also hold a public hearing in November and again in December on the proposed 2026 utility operating budget. The first public hearings will be held during the regular board meeting on Wednesday, November 12, 2025. The purpose of the first public hearings is to gather public input. No action will be taken by the Board at the November 12 board meeting.

Notice of Special Meetings with SUB Budget Committee

The Springfield Utility Board plans to hold a Special Meeting with SUB's Budget Committee on Monday, November 10, 2025, at 5:00 p.m. This meeting is for the Budget Committee to begin deliberations on the proposed 2026 Utility Operating Budget. Additional Special Meetings with SUB’s Budget Committee are scheduled on Tuesday, December 2, at 5:00 p.m., if needed, and Monday, December 15 at 5:00 p.m., if needed. If any of these additional meetings are not needed, they may be canceled.
