Notice of Request for Special Procurement During Regular Board Meeting

The Springfield Utility Board will consider a staff request for a special procurement on Wednesday, August 13, 2025, during its 6:00 p.m. regular board meeting in SUB’s Boardroom located in the Annex Building at 223 A Street, Suite F, in Springfield. The special procurement is an exception to the normal requirements for competitive bidding. This special procurement is for the purpose of entering into a contract, or series of contracts for NESC Detailed Inspections. The Board may take action to adopt a resolution approving the request for special procurement.

Notice of August 13 Special Meeting with SUB Budget Committee, Executive Session, and Special Meeting

The Springfield Utility Board plans to hold a special meeting to meet with SUB’s budget committee on Wednesday, August 13, 2025, at 4:00 p.m., prior to its 6:00 p.m. regular board meeting. The purpose of this meeting is to provide SUB’s Budget Committee with a midyear budget update. The Board also plans to meet in a non-public executive session pursuant to ORS 40.225, ORS 192.660(2)(e), ORS 192.660(2)(f), and ORS 192.660(2)(h), on August 13, at approximately 7:30 p.m. following the 6:00 p.m. regular board meeting. SUB’s Board also plans to meet in a special meeting, if needed, on August 13, at approximately 8:00 p.m., immediately following the conclusion of the executive session.

Notice of Public Hearing on Proposed Procedures for Recruitment and Selection of CEO/General Manager

The Springfield Utility Board plans to hold a public hearing on proposed Resolution 25-7 to approve the procedures for the recruitment and selection of CEO/General Manager in compliance with ORS 192.660(7)(d). The public hearing will be held on Wednesday, August 13, 2025, during the 6:00 p.m. regular board meeting in SUB’s Board Room located in the Annex Building at 223 A Street in Springfield.

7/30 RFP Task Force Meeting

Springfield Utility Board’s RFP (Request for Proposal) Task Force plans to hold a meeting on Wednesday, July 30, 2025, at 3:00 p.m. in SUB’s Conservation Connection Conference Room located in the Annex Building at 223 A Street, Suite B, in Springfield. The purpose of this meeting is to further review and develop interview questions for the executive recruitment search firms, as part of the RFP process related to the general manager hiring process.

Springfield Utility Board Seeks Applicants for Board Vacancy

The Springfield Utility Board (SUB) is seeking candidates to fill a vacancy on its Board of Directors, Position 4, with a term expiring December 31, 2026. Individuals interested in serving as representatives on the SUB Board of Directors must be registered voters who have been residents of the city of Springfield for at least one year prior to this appointment. If appointed by the Board, candidates must be prepared to seek election for the balance of the unexpired term in the November 2024 General Election. The deadline for receipt of applications is 5:00 p.m. Monday, July 22, 2024.

Notice of June 12 Special Work Session and Executive Session

The Springfield Utility Board plans to meet in a special work session at 5:00 p.m. on Wednesday, June 12, 2024. The purpose of this session is to allow time for a strategic plan check-in and other utility related items. The Board also plans to meet in a non-public executive session on Wednesday, June 12, at approximately 7:30 p.m., immediately following the conclusion of the 6:00 p.m. regular board meeting.

Notice of Public Hearings on Proposed Amendment to Electric Development Charges and on Proposed Amendment to Water Development Charges

The Springfield Utility Board plans to hold a public hearing on a proposed amendment to SUB Electric Construction Development Charge policies to provide for an adjustment of the minimum connection charge to $2,500 with a proposed effective date of July 1, 2024. The Springfield Utility Board also plans to hold a public hearing on a proposed amendment to SUB Water Development Charge policies to provide for an adjustment in existing water development charges of 2.6 percent (2.6%) with a proposed effective date of October 1, 2024, in accordance with existing methodology. There is no change in the methodology.
