OFFICIAL FORM:
This form and all required supporting documentation, including the
contractor proposal, final invoice, National Fenestration Rating Council
documentation and loan application, if applicable, must be completed
truthfully and accurately. SUB’s Residential Window Replacement Program
will not be responsible for lost documentation.
PROGRAM CHANGES AND EFFECTIVE DATE:
SUB reserves the right to change or discontinue the Program, its
eligibility rules, requirements, incentive amounts, loan amounts or
available funding at any time without prior notice. This version of the
Program is effective through August 31, 2027. Program changes will take
effect September 1, 2027.
PROGRAM ELIGIBILITY:
To qualify, the property must meet all current SUB Residential Window
Replacement Program eligibility requirements. The property must be an
eligible existing site-built or manufactured home located within SUB’s
electric service territory. The home must use permanently installed
electric heat as its primary heating system, serving at least 50% of the
conditioned area of the home.
WINDOW ELIGIBILITY:
Pre-existing windows and patio doors must be single-pane or double-pane
units with wood or metal frames. Existing vinyl-framed and triple-pane
windows and patio doors are not eligible. Replacement windows and patio
doors must meet the U-factor requirements of the selected incentive and
all other current Program requirements.
INSTALLATION ELIGIBILITY:
Qualifying windows and patio doors may be installed by the Participant
or by a contractor. The Participant is responsible for ensuring that the
installation meets manufacturer instructions, SUB requirements,
Bonneville Power Administration requirements and all applicable codes.
The interest-free loan option is not available for homeowner-installed
projects.
CONTRACTOR INSTALLATION:
When a contractor performs the installation, the contractor must meet
all applicable licensing requirements. The Participant is responsible
for confirming contractor eligibility and for reviewing all contracts,
proposals and project costs before authorizing work.
VERIFICATION AND INSPECTION:
All projects must be verified by SUB before installation begins. SUB
and/or the Bonneville Power Administration reserve the right to inspect
the property, existing windows, replacement windows and completed
installation to verify compliance with Program requirements. The
Participant may be contacted by phone or email to schedule an inspection.
No warranty or approval of workmanship is implied by an inspection.
INCENTIVE PAYMENT:
SUB will approve incentive payment only after verifying that the project
meets all Program requirements. The rebate cannot exceed 50% of the
documented eligible project cost. The incentive will be based on the
verified eligible window or patio-door area and the applicable incentive
level.
LOAN APPROVAL AND PAYMENT:
Interest-free loans are subject to approval by Pacific Cascade Federal
Credit Union. The Participant must apply through SUB to receive the
special loan rate. Work must not begin until SUB and Pacific Cascade
Federal Credit Union have issued all required approvals. Loan proceeds
will be paid directly to the contractor. The Participant is responsible
for paying or financing project costs that exceed the approved loan
amount.
BINDING CONTRACTS:
The Participant is responsible for any purchases, deposits or binding
contracts signed before SUB approves the rebate or before the loan is
approved and authorized.
TAX LIABILITY:
Neither Springfield Utility Board, the Bonneville Power Administration,
Pacific Cascade Federal Credit Union nor the installer is responsible
for any tax liability that may be imposed on the Participant as a result
of receiving an incentive or obtaining financing.
DISCLAIMER, WARRANTIES AND NO LIABILITY:
SUB and the Bonneville Power Administration do not supervise work
performed for the Participant and are not responsible for the proper
completion of the installation or the performance of the windows, patio
doors or other products purchased. Product and installation warranties
are provided by the manufacturer, retailer or installer, not by SUB or
the Bonneville Power Administration. No particular energy savings,
comfort improvement or product performance is guaranteed.
ENDORSEMENT:
The Program does not endorse any particular manufacturer, retailer,
contractor or product. The appearance of a manufacturer, retailer,
contractor or product on Program materials does not constitute an
endorsement. Products or businesses not listed are not implied to be
unsuitable or defective.
PROJECT COMPLETION DEADLINE:
All approved projects must be completed within 180 calendar days of the
date SUB issues written project approval. All required invoices,
permits, forms, National Fenestration Rating Council documentation and
supporting documents must also be submitted within this period. Projects
that are not completed and fully documented within 180 calendar days may
lose approval and will no longer be eligible for an incentive or loan.
The Participant may be required to submit a new application and receive
new approval before work continues.
SAFETY, INSTALLATION AND BUILDING CODES:
The Participant agrees to comply with all applicable federal, state and
local building, safety and environmental codes. The Participant or
contractor certifies that the windows and patio doors were installed
according to manufacturer instructions and applicable Bonneville Power
Administration requirements. Replacement windows must maintain required
emergency-egress openings, and safety glazing must be installed where
required by code.
PROPERTY RIGHTS:
The Participant must have the authority to install the windows and patio
doors at the property or must have received permission from the property
owner.
ACCESS AND EVALUATION:
SUB and/or the Bonneville Power Administration may request reasonable
access to the property to inspect, review or evaluate the windows and
patio doors before, during or after project completion. The Participant
agrees to provide reasonable access for these purposes.
FINAL INVOICE AND SUPPORTING DOCUMENTATION:
A copy of the final invoice must be submitted before the rebate or loan
can be finalized. The invoice must show the total project cost and
describe the products and services provided. Required documentation must
confirm the quantity, size and U-factor of the installed windows and
patio doors.
HOMEOWNER-INSTALLED PROJECTS:
For homeowner-installed windows or patio doors, the Participant must
submit the manufacturer’s shipping manifest or National Fenestration
Rating Council stickers with the final invoice. The documentation must
confirm the U-factor and actual size of each installed window or patio
door. Homeowner-installed projects are eligible for a rebate only and
are not eligible for an interest-free loan.
ENVIRONMENTAL ATTRIBUTES AND BENEFITS:
The Participant relinquishes and grants to SUB all environmental
benefits, including credits, reductions, offsets, reporting rights and
savings pertaining to carbon, CO2, greenhouse gases, emissions,
kilowatt-hour energy savings, energy efficiency and any other related
environmental benefits. The Participant’s sole benefit is any reduced
energy cost resulting from the Program.
PRIVACY ACT STATEMENT:
Basic authority for collecting this information is authorized by
16 U.S.C. §§ 832 et seq. and 838 et seq., pursuant to BPA’s Conservation
Program system of records established in 46 FR 31700. This information
is primarily intended to support BPA’s Energy Efficiency Program,
including the acquisition, verification and evaluation of energy
savings. Other routine uses may include aggregation into public
energy-efficiency databases, providing information to authorized
personnel for installation or repair, Program evaluation and Program
publicity. In some cases, information about the property may be made
available to later purchasers. Providing the requested information is
voluntary. However, failure to provide the required information will
prevent participation in the Program.
HOLD HARMLESS AGREEMENT:
The Participant agrees, on behalf of the Participant and any applicable
company, corporate officers, employees, agents, assigns and successors
of interest, to hold harmless, indemnify and defend SUB and its officials,
employees, agents and assigns from and against all actions, causes of
action, claims, damages and costs arising from or connected with the
design assistance, financial assistance, purchase or installation
associated with the project.
PARTICIPANT CERTIFICATION:
By signing this form, the Participant certifies that all information
provided is correct to the best of the Participant’s knowledge. The
Participant certifies that the property is within SUB’s electric service
territory, that the project meets the stated Program requirements and
that all submitted documents are complete and accurate.
