Residential Insulation Program Application

Who is Eligible to Participate?

- SUB residential electric customers with permanently installed electric heat as their primary heating system (serving at least 50% of the conditioned area of the home).

- Site-built (1-4 dwelling units) and manufactured homes, rental properties and owner-occupied.

Required Documentation

- All projects must be verified for eligibility pre-installation, please call SUB’s Conservation Connection to verify. All installations are subject to SUB and/or Bonneville Power Administration inspection.

- SUB’s Residential Insulation Program Application, contractor’s proposal listing pre and post insulation R-values as well as square footage of insulation being installed, and loan application (if applicable) must be completed, signed, submitted, and approved prior to insulation installation.

Insulation Weatherization Requirements

Attic Insulation

- Existing Insulation in attic must be at or below R-11 and needs to be increased to a minimum of R-49. Manufactured homes excluded from this program.

Floor Insulation

- Existing Insulation in floor must be at or below R-11 and needs to be increased to a minimum of R-19 or maximum level needed to fill floor cavity.

Wall Insulation

- Existing Insulation in wall must be at R-0 and needs to be increased to a minimum of R-11.

Incentive Selection

Rebate or Loan (Select One)(Required)

$1 per square foot of attic or floor insulation.

$2 per sqaure foot of wall insulation.

Up to $4000 zero interest loan for attic or floor insulation - 36 -48 month term on approved credit (see below).

Up to $6000 zero interest loan for wall insulation - 36-48 month term on approved credit (see below).

SUB offers a choice of either a rebate or interest free loan (loan not available for self install) to assist with eligible weatherization upgrades. The rebate is not to exceed 50% of the total job cost. SUB’s interest-free loan is serviced through Pacific Cascade Federal Credit Union. You must apply through SUB to qualify for this rate. Loan terms are $1,000-$2,000 for 36 months or $2,001-$6,000 for 48 months on approved credit. Loan amounts may not cover full expense of the installation. Participant is responsible for paying remaining total. Loan terms subject to change without prior notification. Participant is responsible for any binding contracts signed prior to loan or rebate approval and authorization. Terms and Conditions

ENVIRONMENTAL ATTRIBUTES AND BENEFITS: Participant hereby relinquishes and grants to SUB all credits, reductions, offsets, reporting rights and savings pertaining to carbon, CO2, greenhouse gases, emissions, kWh energy, efficiency and any other related environmental benefits. Participant’s sole benefit is any reduced energy cost resulting from measures.

HOLD HARMLESS AGREEMENT: Participant hereby agrees, on behalf of self and/or company, corporate officers, employees, agents, assigns, and successors of interest, to hold harmless, indemnify, and defend SUB, and its officials, employees, agents, and assigns from and against any and all actions, causes of action, claims, damages, and costs arising out of, or in any way connected with, the provisions of design assistance and financial assistance for the project that is the subject of this Agreement. Participant is responsible for any binding contracts signed prior to loan approval and authorization.

PRIVACY ACT STATEMENT: Basic authority for collecting this information is authorized by 16 U.S.C. §§ 832 et. seq., and 838 et. seq., pursuant to BPA’s Conservation Program system of records established in 46 FR 31700. This information is primarily intended to further, but is incidental to the performance of, BPA’s overall Energy Efficiency Program, the objective of which is to acquire energy resources through energy efficiency, to determine what cost-effective conservation and direct application renewable resources measures should be installed or adopted under different circumstances, and to provide incentives for the installation of such measures. Other routine issues of this information include: aggregation into a public database on energy efficiency; furnished to authorized personnel for installation/repair of equipment; aggregated into a database for program publicity; and in some instances information regarding buildings will be made available to subsequent purchasers of the buildings. Your disclosure of the requested information is voluntary, however failure to provide requested information means that it will not be possible for you to participate in this BPA Energy Efficiency program
