This form and all required supporting documents, including the purchase
receipt or installation invoice, must be completed truthfully and accurately.
SUB’s Heat Pump Water Heater Program will not be responsible for lost
documentation.
PROGRAM CHANGES AND EFFECTIVE DATE:
SUB reserves the right to change or discontinue the Program, its eligibility
rules, requirements, incentive amounts or available funding at any time
without prior notice. This version of the Program is effective through
August 31, 2027. Program changes will take effect September 1, 2027.
PROGRAM AND PRODUCT ELIGIBILITY:
Incentives apply only to new heat pump water heaters that meet all current
SUB and Bonneville Power Administration program requirements. The heat pump
water heater must appear on the current Bonneville Power Administration
Qualified Products List. Used, refurbished and previously installed units
are not eligible. New construction homes are not eligible.
INSTALLATION ELIGIBILITY:
Qualifying heat pump water heaters may be installed by the Participant or
by a contractor. The Participant is responsible for ensuring that the
installation follows the manufacturer’s instructions and all applicable
federal, state and local requirements. Any work that requires a permit,
inspection or licensed trade professional must meet those requirements.
VERIFICATION AND INSPECTION:
SUB and/or the Bonneville Power Administration reserve the right to inspect
the installed heat pump water heater to verify that the equipment and
installation meet Program requirements. The Participant may be contacted by
phone or email to schedule an inspection. No warranty or approval of the
quality of the installation is implied by an inspection.
INCENTIVE PAYMENT:
SUB will approve incentive payment only after verifying that all Program
requirements have been met. The incentive cannot exceed the documented cost
of the qualifying heat pump water heater and eligible installation expenses.
Only one heat pump water heater incentive may be claimed per residence.
TAX LIABILITY:
Neither Springfield Utility Board, the Bonneville Power Administration nor
the installer is responsible for any tax liability that may be imposed on
the Participant as a result of receiving an incentive.
WARRANTIES AND NO LIABILITY:
Any product or installation warranty is provided by the manufacturer,
retailer or installer, not by Springfield Utility Board or the Bonneville
Power Administration. SUB and BPA make no express or implied warranties
regarding the equipment, materials, installation, maintenance, repair,
performance or energy savings. The Participant assumes the risk of any loss
or damage connected with the purchase, installation, operation, maintenance
or repair of the heat pump water heater.
ENDORSEMENT:
The Program does not endorse any particular manufacturer, retailer,
contractor or product. The appearance of a manufacturer, retailer,
contractor or product on Program materials does not constitute an
endorsement. Products or businesses not listed are not implied to be
unsuitable or defective.
APPLICATION SUBMISSION DEADLINE:
For purchases that require an application to SUB, the completed application
and required supporting documents must be submitted within 60 calendar days
of purchase. Applications received after this deadline may not qualify for
an incentive.
PROJECT COMPLETION DEADLINE:
All approved projects must be completed within 180 calendar days of the date
SUB issues written project approval. All required receipts, invoices,
permits, forms and supporting documents must also be submitted within this
period. Projects that are not completed and fully documented within 180
calendar days may lose approval and incentive eligibility. When a shorter
submission deadline applies, including the 60-day application deadline, the
shorter deadline must also be met.
SAFETY AND BUILDING CODES:
The Participant agrees to comply with applicable federal, state and local
building, plumbing, electrical and environmental codes. The Participant or
contractor certifies that the heat pump water heater was installed according
to the manufacturer’s instructions.
PROPERTY RIGHTS:
The Participant must have the authority to install the heat pump water heater
at the property or must have received permission from the property owner.
ACCESS AND EVALUATION:
SUB and/or the Bonneville Power Administration may request reasonable access
to the property to inspect, review or evaluate the heat pump water heater
during or after completion. The Participant agrees to provide reasonable
access for these purposes.
DISTRIBUTION OF BENEFITS:
The Participant relinquishes and grants to SUB all environmental benefits,
including credits, reductions, offsets, reporting rights and savings related
to carbon, CO2, greenhouse gases, emissions, kilowatt-hour energy savings and
energy efficiency. The Participant’s sole benefit is any reduced energy cost
resulting from the Program.
RECEIPT OR INVOICE:
A copy of the purchase receipt or final installation invoice must be
submitted before the incentive can be finalized. The documentation must
clearly show the manufacturer, model number, purchase price and any eligible
installation expenses included in the incentive request.
PRIVACY ACT STATEMENT:
Basic authority for collecting this information is authorized by 16 U.S.C.
§§ 832 et seq. and 838 et seq., pursuant to BPA’s Conservation Program system
of records established in 46 FR 31700. This information is primarily intended
to support BPA’s Energy Efficiency Program, including the acquisition,
verification and evaluation of energy savings. Other routine uses may include
aggregation into energy-efficiency databases, providing information to
authorized personnel for installation or repair, Program evaluation and
Program publicity. In some cases, information about the property may be made
available to later purchasers. Providing the requested information is
voluntary. However, failure to provide the required information will prevent
participation in the Program.
HOLD HARMLESS AGREEMENT:
The Participant agrees, on behalf of the Participant and any applicable
company, officers, employees, agents, assigns and successors, to hold
harmless, indemnify and defend SUB and its officials, employees, agents and
assigns from claims, damages and costs arising from or connected with the
purchase, installation, operation, maintenance or repair of the heat pump
water heater.
PARTICIPANT CERTIFICATION:
By signing this form, the Participant certifies that the information provided
is correct to the best of the Participant’s knowledge. The Participant
certifies that they are a SUB residential electric customer and that the
qualifying heat pump water heater is installed and operating at the address
listed on the application within SUB’s electric service territory.
