Mandatory Bid Walk-Through
Springfield Utility Board (SUB) is soliciting proposals from qualified, licensed engineering firms to prepare design of the McKenzie River Intake and Raw Water Pump Station as described in Section II below.
This Request for Proposal (RFP) describes the project, the required scope of services, the consultant selection process, and the minimum information that must be included in the consultant proposal. Failure to submit information in accordance with this RFP's requirements and procedures may be cause for disqualification.
SUB reserves the right to reject any and all proposals, or to accept any proposal, or portion(s)
thereof, when, in its reasoned judgment, the interests of the public shall be best served.
A. RFP Submittal
Proposers shall submit complete RFP submittals, in an original hard copy and one (1) electronic (searchable PDF) copy by 4 PM on September 9, 2022. Submittals shall conform to the Submittal Requirements as described in Section III below. Submittals must be received by the specified time. On the submittal package, please display firm name, project title, and project number.

Hard copy of proposal shall be signed with original wet signature by an individual or individuals authorized to execute legal documents on behalf of the Proposer. Electronic copy shall be in a searchable PDF format. Submittals shall be emailed to Rebecca Wheeler (email@example.com).
B. Pre-Proposal Conference and Site Visit
A virtual and/or in-person Pre-Proposal Conference will be held on September 1, 2022 at 10 AM PST. The Pre-Proposal Conference is mandatory. A non-mandatory site visit will be held shortly afterwards. Any changes to the RFP will be in writing, documented, and forwarded to all participating proposers as soon as possible. Major changes or an excessive number of changes may result in cancellation of the existing RFP.
II. Project Description/Scope of Work
This project consists of designing a new intake and raw water pump station, which utilizes the McKenzie River as a source for the utility’s drinking water system, on the property located at 1349 66th Street, Springfield, Oregon 97478, also known as Thurston Wellfield, for construction.
Oregon Water Resources Department (OWRD) Permit No. S-54378 authorizes SUB to divert a maximum of 23.2 million gallons per day (MGD) of surface water from the McKenzie River for municipal use and a maximum of 2.65 MGD for fish and wildlife. The intake should be designed to accommodate the required build out flow for both municipal and fish and wildlife purposes.
