RFP 2023-11, McKenzie River Intake, Raw Water Pump Station, and Membrane Water Treatment Plant Engineering Design Services and Design Services During Construction

I.                Introduction

Springfield Utility Board (SUB) is soliciting proposals from qualified, licensed Proposers to prepare design of the McKenzie River Intake, Raw Water Pump Station, and Membrane Filtration Water Treatment Plant (hereafter McKenzie Water Treatment Plant) as described in Section II below.

This Request for Proposal (RFP) describes the project, the required scope of services, the Proposer selection process, and the minimum information that must be included in the Proposer’s proposal.  Failure to submit information in accordance with this RFP's requirements and procedures may be cause for disqualification.

SUB reserves the right to reject any and all proposals, or to accept any proposal, or portion(s) thereof, when, in its reasoned judgment, the interests of the public shall be best served, in accordance with ORS 279B.100.

Plans, specifications, and any information related to this project will be available at the Springfield Utility Board’s website, https://www.subutil.com/business-center/bids-proposals/

A.              RFP Submittal

Proposers shall submit complete RFP submittals, in a sealed original hard copy and one (1) electronic (searchable PDF) copy by 4 PM PDT on July 14, 2023. Submittals shall conform to the Submittal Requirements as described in Section V below.

Submittals must be received by the specified time. On the submittal package, please display firm name, project title, and project number.

The options for sealed proposal delivery are as follows: 1) Mail in to the below address and recipient; or 2) Drop off at the below address during business hours and call the recipient at 541-726-2396 to make aware of the delivery. All submittals should be addressed to:

The sealed hard copy of proposal shall be signed with original wet signature by an individual or individuals authorized to execute legal documents on behalf of the Proposer.  Signature on the proposal certifies that the proposer has read, fully understands and agrees with all the solicitation requirements, terms and conditions.

Electronic copy shall be in a searchable PDF format. Submittals shall be emailed to Rebecca Wheeler (rebeccaw@subutil.com).

B.              Pre-Proposal Conference and Site Visit

A virtual and/or in-person Pre-Proposal Conference will be held on June 7, 2023 at 10 AM PDT.  The Pre-Proposal Conference is mandatory at a location to be determined. A non-mandatory site visit will be held shortly afterwards. For information on how to attend the Pre-Proposal Conference and/or site visit, please contact Rebecca Wheeler (rebeccaw@subutil.com).  Statements made by SUB representatives at the conference are not binding on SUB unless confirmed by written addendum. A Proposer’s failure to attend the Pre-Proposal Conference shall disqualify submitted proposal.

Any changes to the RFP will be in writing, documented, and forwarded to all participating proposers as soon as possible in the form of written addenda in accordance with OAR 137-047-0430. Major changes or an excessive number of changes, as determined by SUB, may result in cancellation of the existing RFP.
