A/E RELATED SERVICES
SPRINGFIELD UTILITY BOARD, OREGON

Sealed Statements of Qualification (SOQ) from consultants not currently on SUB’s 2022 List of Qualified Firms will be received by the Springfield Utility Board for engineering services for multiple projects in Springfield, Oregon. Owner will receive SOQ’s at the office of the Water Division located at 202 S 18th Street, Springfield, Oregon until the time and date stated in Article 4, Paragraph 4.04 of this Request for Qualifications.

Consultants that are on SUB’s 2022 List of Qualified Firms, need to send SUB a letter in lieu of a proposal, asking to be placed on SUB’s 2023 List of Qualified Firms and provide any adjustment to rates. Letters not received by the indicated time will not be opened and consultants will not be added to the 2023 List of Qualified Firms.

SOQ’s not received by the indicated time will not be considered for SUB’s 2023 List of Qualified Firms as stated in Article 5 of this Request for Qualifications.

Project Description:
The Springfield Utility Board has a number of projects planned during the 2023 year that require architectural and engineering related services. To facilitate the design and construction of these projects, SUB will select a number of consultants and negotiate price agreements for specific services through 2023 with the option to extend up to 2 years’ dependent upon performance. For reference, SUB anticipates that the sum of these contracts in 2023 will not exceed $1,242,000. Contracts for 2024 have yet to be determined. No guarantee of task award is made in this solicitation. The tasks may vary across the entire range of A/E services.

The work involves:
· Engineering Services $998,000 – Structural, civil, geotechnical, mechanical, and electrical design for waterline and facility infrastructure, studies related to secondary voltage conversion, seismic design of electrical structures, 3rd party verification of structural design parameters.
· Special Inspection & Material Testing $55,000 – field testing and inspections for aggregate/asphalt/concrete/masonry/steel with associated laboratory testing and reports, mechanical bracing and connections.
· Survey Services $30,000 – Topographic, boundary, easements, plats/deeds, construction control and layout.
· Architectural Services $10,000 – Facility landscape and office renovations, vegetation management study.
· Permitting $25,000 - Lane County, City of Springfield, state and federal permits for work related to utility facilities and infrastructure, railroad encroachment.
· Engineering Related Services $124,000 – Hydrogeological modeling, hydrology modeling, utility locating/potholing.
The above scope is not comprehensive nor all inclusive, and individual tasks may vary in scope significantly. There is no guaranteed minimum scope or payment for a task under this agreement. SUB will add firms to the 2023 list of qualified firms using the scoring process in this RFP.

The Proposals shall be labeled: “SOQ For A/E Related Services” and submitted to the purchasing representative at the address listed above.

Springfield Utility Board may reject any SOQs not in compliance with all prescribed procedures and requirements, and may reject, for good cause, any or all SOQs upon finding that it is in the public interest to do so.

Clarifications to the proposal documents will be made by addenda only. Oral statements may not be relied upon and will not be binding or legally effective.
