I. Introduction
Contemplated work consists of furnishing all labor, materials and equipment necessary for the construction of the Fleet Break Room Construction Project.
The metal building was originally constructed in 2001 to be used as a natural gas fired electrical generation plant. The plant and all ancillary equipment required to run the operation have been removed and in 2007 it was converted to SUB’s Fleet Shop with a bay for metal fabrication and five bays for auto repair services. The shop is complete with restroom and office space with a mezzanine area above for storage.

Change of occupancy at existing mezzanine. Current occupancy is storage. Proposed occupancy is business & use is employee training & break room. Structural alterations include extending pony walls to full-height, adding ceiling framing, the addition of exterior accessible stairway, adding two interior windows, & the addition of two exterior doors. Mezzanine is proposed to be enclosed per OSSC 505.2.3 Exception 1 & 3.
SUB reserves the right to reject any and all proposals, or to accept any proposal, or portion(s) thereof, when, in its reasoned judgment, the interests of the public shall be best served, in accordance with ORS 279B.100.

A. ITB Submittal
Electronic proposals for Annex Building Roof Coating will be accepted, please email DeeAnn Starr, Facilities Coordinator, at facilitybids@subutil.com. Email must be received no later than 1:30 p.m., Pacific Standard Time, on Friday, August 25th, 2023 to be accepted. The options for sealed, hardcopy proposal packet delivery are as follows:
Mail to: DeeAnn Starr, Facilities Coordinator, Resource Management, Springfield Utility Board, 223 A Street, Suite B, Springfield, OR 97477; or, drop off at the above address during business hours, then proceed by calling the front desk at 541-746-0963 to make aware of the delivery. No bids will be received after the BID CLOSING time.

B. Mandatory Pre-Bid Walk-Through

A Mandatory Pre-Bid Walk-Through for this project will be held at the project site, located at the Fleet Shop, 202 S. 18th Street, Springfield, OR. 97478 on Monday, August 7th, 2023 at 10:00 AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the site conditions. A BIDDER’S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED. Statements made by SUB’s representatives at this meeting are NOT binding upon unless confirmed by written addendum.

C. Inquires

All inquiries or questions concerning the ITB shall be submitted in writing to Springfield Utility Board by 4 PM PDT on August 15, 2023. Please submit inquires to DeeAnn Starr, Facilities Coordinator, at deeanns@subutil.com.

Any changes to the ITB will be in writing, documented, and forwarded to all participating BIDDERS as soon as possible in the form of written addenda in accordance with OAR 137-047-0430. Major changes or an excessive number of changes, as determined by SUB, may result in cancellation of the existing ITB.

Springfield Utility Board reserves the right to reject any or all bids, to waive minor irregularities not affecting substantial rights, and to accept such bids that in the opinion of the Board are in the best interest of Springfield Utility Board.
