SOUTH HILLS 3RD LEVEL STORAGE TANK DOCUMENTS AND DRAWINGS

Sealed proposals for the South Hills 3rd Level Storage Tank Replacement project for the Springfield Utility Board will be received by Rebecca Wheeler for the Springfield Utility Board Water Division, 202 South 18th Street, Springfield, Oregon 97477 until the BID CLOSING at 2:00 PM, local time, on Tuesday, October 4th, 2022. The options for sealed bid proposal packet delivery are as follows: 1) Mail in to the above address and recipient; or 2) Drop off at the above address during business hours and call the recipient at 541-726-2396 to make aware of the delivery. Either option must be delivered prior to the deadline mentioned above. The bids will be publicly opened and read on Tuesday, October 4th at 2:01 PM, local time. The results will also be posted to the SUB bidding website. The successful Bidder will be notified no sooner than Wednesday, October 5th by 4:00 PM. No bids will be received after the BID CLOSING time. If not included in the bid packet, First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location by calling and delivering by Tuesday, October 4th, 2022 until 4:00 PM, local time.

A MANDATORY PRE-BID MEETING for this project will be held at the project Site, located at South 66th Place and Jessica Drive, Springfield, Oregon 97478 on Wednesday, September 14th, 2022 at 10:00 AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the site conditions. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum. A BIDDER’S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED.

Contemplated work consists of furnishing all labor, materials and equipment necessary for the construction of a new South Hills 3rd Level Storage Tank Replacement, two identical 0.58-milliongallon (MG) ground level welded steel potable water storage tanks of 67-foot interior diameter and 26-foot 3-inches shell height, including, but not limited to, the following items:

  1. Prestressed concrete storage tank demolition;
  2. Reinforced concrete foundation;
  3. Miscellaneous storage tank appurtenances;
  4. Interior and exterior storage tank protective coating systems;
  5. Gravel access road and site plaza;
  6. Storm and drainage piping and structures;
  7. Retaining walls.
  8. Fully buried utility vault with seismically actuated butterfly valves;
  9. Storage tank feed and drainage piping, including flexible expansion joints at the storage tank;
  10. Electrical and instrumentation and controls work.

No proposal will be considered by the Springfield Utility Board unless the bidder agrees to comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the Bidder is a resident Bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the Bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the Bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted.

Special minimum experience qualifications apply to portions of this project. Tank Painting Contractors and Storage Tank Contractors who are not already listed as pre-qualified by the Engineer shall submit to the Engineer a Statement of Qualifications complying in form and content to the requirements of the bid documents. The minimum qualifications and submittal requirements are specified in the Contract documents. Requests for qualification shall be presented to Engineer no later than 2:00 PM, Friday, September 23rd, 2022. All Statements of Qualification shall be sent directly to Tom Boland, P.E., Murraysmith, Inc., at 888 SW 5th Avenue, Suite 1180, Portland, Oregon, 97204, phone (503) 225-9010, or by email at Tom.Boland@Murraysmith.us. PROPOSALS SUBMITTED WITHOUT LISTING AN APPROVED TANK PAINTING CONTRACTOR AND STORAGE TANK CONTRACTOR SHALL BE CONSIDERED NONRESPONSIVE AND SHALL BE REJECTED.

First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the preconstruction meeting.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier's check, or bid bond executed in favor of Springfield Utility Board in an amount not less than 5 percent (5%) of the amount bid. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.

Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies. Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board. Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
