SPRINGFIELD UTILITY BOARD

Sealed proposals for the South Hills Pump Station project for the Springfield Utility Board will be received by Rebecca Wheeler for the Springfield Utility Board Water Division, 202 South 18th Street, Springfield, Oregon 97477 until the BID CLOSING at 2:00 PM, local time, on the 3rd day of March, 2020, at which time the bids will be publicly opened and read.  No bids will be received after the BID CLOSING time.  First-Tier Subcontractor Disclosure forms will be received at the above mentioned location and date, until 4:00 PM, local time.

A MANDATORY PRE-BID MEETING for this project will be held at the project Site, located at South 66th Place and Jessica Drive, Springfield, Oregon 97478 19th of February, 2020 at 10AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the Site conditions.  If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum.  A BIDDER’S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED.

Contemplated work consists of furnishing all labor, materials and equipment necessary for the following work:

All required sitework, piping improvements, electrical, mechanical and controls work; and all building trades work associated with building a new pump station at the South Hills Pump Station.

  1. Construction of a concrete masonry unit building with metal roofing system, slab on grade concrete floors, a below-grade concrete vertical turbine pits, exterior concrete building apron and enclosed generator pad.
  2. Building shall be approximately 53’-4” by 22’- 8” and shall have a wall height of 15’-4”.
  3. Site grading and driveway to and around the new facility.
  4. Placement of buried conduit to provide three phase power and fiber to the facility from existing Utilities.
  5. Construction of retaining walls.
  6. Construction of new 12-inch water supply and distribution piping infrastructure for the new pump station.
  7. Furnishing and installation of all other equipment and all services, materials and labor necessary for the complete pump station, pipe line infrastructure, site grading and paved access drive, miscellaneous site work, and retaining wall.

No proposal will be considered by the Springfield Utility Board unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable.  Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120.  Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board.  No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ.  No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline.  Faxed copies will NOT be accepted.

Special minimum experience qualifications apply to portions of this project.  General Contractors (Bidders) and I&C Contractors who are not already listed as pre-qualified by the Engineer shall submit to the Engineer a Request for Qualification complying in form and content to the requirements of the bid documents.  The minimum qualifications and submittal requirements are specified in the Contract Documents.  Requests for Qualification shall be presented to Engineer no later than 14th of February, 2020. All Requests for Qualification shall be sent directly to Tom Ferrell, P.E., PACE Engineers, Inc., 4500 Kruse Way, Suite 250 Lake Oswego, OR  97035, phone (503) 597-3222, FAX (503) 597-7655.  PROPOSALS SUBMITTED BY A NON-QUALIFIED GENERAL CONTRACTOR (BIDDER) OR WITHOUT LISTING AN APPROVED I&C CONTRACTOR SHALL BE CONSIDERED NON-RESPONSIVE AND SHALL BE REJECTED.

First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the pre-construction meeting.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier's check, or bid bond executed in favor of Springfield Utility Board in an amount not less than 10 percent of the amount bid.  The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid.  The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.

Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies.  Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board.  Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
