Notice of Executive Session and Board Meeting with Request for Special Procurement and Public Hearing on Proposed Increase in Dark Fiber Rates

The Springfield Utility Board will meet in executive session pursuant to ORS 40.225 and ORS 192.660(2)(h), attorney-client privilege and to discuss potential litigation on Wednesday, April 10, 2019, at 5:00 p.m. The executive session is closed to the public.

The Springfield Utility Board will consider a staff request for a Special Procurement at its regular board meeting on Wednesday, April 10, 2019, at approximately 6:00 p.m., immediately following the executive session. The Special Procurement is an exception to the normal requirements for competitive bidding. This Special Procurement is for the purpose of entering into a contract, or series of contracts for SUB’s Hydraulic Modeling. This new model would be capable of both steady-state and dynamic modeling which is required to analyze more complex operational issues in the SUB water system. The regular board meeting is open to the public.

The Springfield Utility Board will hold a public hearing on a proposal to increase SUB’s dark fiber rates. The Board will consider all comments made by the public during the public hearing to be held during the regular session board meeting on Wednesday, April 10, 2019, at approximately 6:00 p.m. Following the public hearing, the Board may take action to adopt the proposed rates.

The dark fiber rate change will propose an increase in dark fiber lease rates, expected to be approximately 10 percent, and if approved at the April 10 board meeting, will be effective May 1, 2019, for schedule DF-1 and for the rates to be charged for electric supply and service upon the system of the Springfield Utility Board.

Copies of the proposed dark fiber rate increase and supporting methodology will be available for public review prior to the public hearing. They may be reviewed at SUB’s Main Office, 250 A Street, Springfield, Oregon, or by visiting SUB’s website at www.subutil.com. To receive copies of the proposed resolution or rate structure by mail, or to obtain answers to questions about this notice, please call Meredith Clark at 541-744-3794.

The Springfield Utility Board will also meet in another closed executive session pursuant to ORS 40.225 and ORS 192.660(2)(h) attorney-client privilege and to discuss potential litigation on Wednesday, April 10, 2019, at approximately 7:30 p.m., immediately following the regular session board meeting. These meetings will take place in SUB’s Board Meeting Room at 223 A Street, Suite F, Springfield, Oregon.
